DeleteNo, its referring to Fakhruddin ar Razi a kalam (islamic philoshophy) scholar and expert in many sciences... he used logic to defend the tenets of Islam.. Iqbal is saying mystic love does not need logic, for one who "sees" realities of faith does not need logic

DeleteAlso, there is a world beyond the tafseer and explanation of Quranic ayat. Hz Fakhruddin Razi (ra)'s Tafseer al-Kabeer is one of the most well known and accepted tafseer of Quran but Allama is saying, even such tafseer and explanation is the zawaal of Ishq OR can cause Or lead into the zawaal of Isqh.

Delete"Herf e Razi" symbolises intellect (eql) which Allama says can never reach glories of spirituality. In other worda, even the loftiest 'intellectual interpretation' of deen can never reach any heights in spirituality. Relate it to another verse of his:

'Aql ha mehvey tamasha e labey baam abhe.
To my humble understanding, Allama presents typical parallelism between 'Aql and Ishq.
